Former RVDA Chair Rick Horsey To Receive Distinguished Citizen Award

The Del-Mar-Va Council, Scouting America, announced that Rick Horsey has been named the recipient of the 2025 Kent County Distinguished Citizen Award and will be honored Oct. 21 at the Duck Creek Regional Library.

The award recognizes a Kent County leader with broad influence in the business and professional community who also serves as a role model for young people.

Horsey is president of Parkview RV Center, a company founded by his parents, Robert and Lucille, in 1968. The business sells and services recreational vehicles and is a nationally recognized leader in the RV industry. Horsey is a past chairman of the National RV Dealers Association, where he served on the board of directors for 19 years.

He was inducted into the RV Hall of Fame in 2005 for his volunteer work with the RV Learning Center and in 2008 was named one of the 100 most influential people in the RV industry over the past 50 years by RV Business magazine.

Born and raised in Smyrna, Horsey graduated from Delaware Technical and Community College with an associate’s degree in business administration. It was also where he met his late wife, Sharon, with whom he shared 40 years of marriage before her passing in 2013. Together they raised two children, Amy and Ryan, and their family now includes seven grandchildren and two great-grandchildren.

Horsey’s commitment to community service is extensive. He is president of the Duck Creek Regional Library board of directors and played a key role in its construction and operations. He also served as secretary and chairman of the Smyrna Redevelopment Authority.

Horsey is a certified facilitator for the Covey Leadership Center, teaching “7 Habits of Highly Effective People” and “Great Leaders, Great Teams, and Great Results.” He has facilitated strategic planning sessions for the RV Dealers Association, Florida RV Trade Association, and Retail Dealers Exchange.
