Lauan Impacted in Initial Countervailing Duty Investigation

On Friday, Jan. 16, the U.S. Department of Commerce released an affirmative preliminary countervailing duty determination in its investigation entitled Hardwood and Decorative Plywood from Indonesia, the RV Industry Association (RVIA) recently reported.

  • Currently, the scope of the investigation includes lauan plywood from Indonesia, though RVIA’s Government Affairs team is working to exclude it.
  • The period of the investigation is Jan. 1, 2024 through Dec. 31, 2024 and it was initiated on May 22, 2024. The determination is dated Dec. 29, 2025, but it has yet to be published in the Federal Register, and this is the first public disclosure. View the memo and the full determination.

Commerce preliminarily determined that countervailable subsidies are being provided to producers and exporters of hardwood and decorative plywood from Indonesia, meaning that the foreign product is being unfairly subsidized.

  • The resulting countervailing duty rates vary depending on company and will be effective once published in the Federal Register, which is expected soon.
  • The Department of Commerce will issue a preliminary scope determination “on or before” the preliminary antidumping determination, which is currently expected on Tuesday, Feb. 24.
