CRVA: Updates to Reporting for Canadian Federal Plastic Registry

The following was sent to members of the Canadian RV Association (CRVA).

Dear CRVA Member,

Environment and Climate Change Canada (ECCC) has announced a further update to the Federal Plastics Registry (FPR) reporting requirements.

As CRVA communicated in March, the Department postponed the Phase 2 and Phase 3 reporting requirements while it reviewed the program and consulted with stakeholders.

Following significant industry feedback, including advocacy by the Canadian Recreational Vehicle Association (CRVA) and the RVDA of Canada (RVDA), we have been advised that ECCC has revised its approach to the Registry.

Originally, organizations were expected to report 2025 calendar year information by September 29, 2026.

It is our understanding that the next reporting cycle is now expected to begin with 2027 calendar year data, to be reported in September 2028. It is anticipated that the reporting requirements and reporting format will be revised to address the concerns raised by stakeholders that the previous reporting framework was overly complex.

CRVA will continue to keep members informed as the revised reporting requirements and timelines are finalized.

What does this mean for CRVA members and RV Dealers?

The Federal Plastics Registry applies to Canadian manufacturers, suppliers, distributors and RV dealers who are the importer of record for products entering Canada.

  • Phase 1 reporting requirements remain unchanged.
  • Organizations required to report must continue to submit Phase 1 information for the 2024, 2025 and 2026 calendar years in accordance with the existing requirements.
  • The previously proposed Phase 2 and Phase 3 reporting requirements will no longer proceed as originally planned.
  • Instead, Environment and Climate Change Canada will introduce a new reporting framework for the 2027–2029 calendar years, with reporting expected to begin in 2028.

CRVA welcomes the government’s decision to revisit the reporting framework in response to stakeholder feedback, and we will continue working with industry partners to monitor developments and keep members informed as additional information becomes available.
